Skills development solutions: WSP and ATR, learnerships, bursaries and YES
We design the programme, our accredited partners deliver the training, and we prove the results: learner tracking and support, evidence, absorption and every claim, from points to grants and allowances.
WSP and ATR submissions
Your skills plan and training report, submitted by 30 April, so you can claim 20% of your levy back.
Submitted to your SETA by 30 April, the workplace skills plan and annual training report qualify you for the mandatory grant and allow you to apply for discretionary grants. We prepare and submit them, set up the training committee for consultation, and align training with your B-BBEE goals.
Your skills year
- Report: Where your spend stands today
- Plan: Strategy, budget and the right mix
- Submit: WSP and ATR by 30 April
- Apply: Discretionary grants, when your SETA opens
- Deliver: Programmes run and allowances claimed
What we do
- WSP and ATR submission: Training data collected and checked, the plan and report prepared with you, and submitted to your SETA by 30 April, with proof filed.
- Training committee support: We help you set up the committee, draft its terms of reference and run the consultation your WSP needs, with minutes kept for the file.
- Discretionary grants: We track your SETA’s funding windows and prepare applications for learnerships, internships, bursaries and other PIVOTAL programmes.
- The mandatory grant: 20% of the levy you pay, back from your SETA once your WSP and ATR are submitted on time and approved.
From needs analysis to absorption
Qualifications that give unemployed young people a start, and earn points, grants and tax allowances.
Learnerships build the skills the economy needs, give unemployed young people a start, and earn points, grants and tax allowances. We run them from needs analysis to absorption.
Two ways to run it
- Route 1 · We design your learnership system: Needs analysis, qualifications, provider and SETA registration, workplace learning and an absorption plan.
- Route 2 · We match you with a ready programme: Accredited programmes delivered through our training partners, or yours. We coordinate, track every learner and report.
The programme, step by step
- Assess needs: Aligned to B-BBEE, levies and tax benefits
- Design and register: Qualifications, providers and SETA registration
- Select learners: Unemployed youth, staff and people with disabilities
- Onboard: Learnership agreements signed and filed
- Deliver: Classroom theory and workplace learning
- Track: Monthly reports, and support for learners who need it
- Certify: Assessment, moderation and certificates
- Absorb and claim: Jobs for graduates; points, grants and allowances
Three returns
- B-BBEE points: Learnerships count under Skills Development, a priority element. Absorbing learners into jobs earns up to 5 bonus points.
- Section 12H: R40 000 a year per learner on NQF 1 to 6, R60 000 with a disability, plus a completion allowance, for agreements signed before 1 April 2027.
- SETA grants: Discretionary grants for PIVOTAL programmes.
Bursaries managed end to end
Bursaries for employees and external students, managed before, during and after study.
A well-run bursary programme builds your talent pipeline, can change the future of a whole family and counts towards Skills Development. We manage it end to end, for employees and for external students.
Before, during and after study
- Before study: Policy and budget, candidate sourcing and vetting, a selection panel, agreements signed
- During study: Fees and allowances paid on time, results tracked each term, support for students at risk
- After study: Graduation and placement, B-BBEE reporting and evidence files, impact reported to your board
Why it pays
- Points: Bursaries for Black students count towards Skills Development, a priority element.
- Talent: Graduates who join you strengthen your talent pipeline.
- Evidence: Tracked outcomes give your board evidence of real impact.
The rest of your training, recognised
Every short course accredited, recorded and claimed in the right category.
Beyond learnerships, we structure the rest of your training spend so that it is accredited, recorded and recognised. We act between you and accredited providers so every course is claimed in the right category.
How it runs
- Assess: Needs aligned to points, levies and tax
- Coordinate: Providers sourced, booked and contracted
- Track: Registration, attendance and progress
- Close: Certificates delivered, spend recognised
What you can rely on
- Audit-ready records: POPIA-compliant learner files and delivery notes, with SETA and provider documents checked and filed.
- Progress reporting: Monthly updates, with plans for learners not yet competent.
- Spend recognised: Every rand claimed in the right category, with evidence.
Up to two levels higher

YES gives unemployed young people a 12-month work experience, and can lift your B-BBEE level by up to two levels when targets are met. We help you join, place and support the youth, and keep the evidence for verification.
What we do
- Registration: Registration and your YES target.
- Placement and support: Placement, mentoring and monthly check-ins.
